When the bushings are fully compressed and tightened, it appears that the bar will be unable to swivel. I realize that it should be fully tightened with the car at normal ride height, however, it looks as though it needs to have some movement within the bushing to work with the lower a arms. Does the bar, in fact, swivel in the bushing with the suspension?

No, the bar does not "swivel" within the bushings. The bushings are supposes to grip it tightly and form a "compliant link" with the frame.In Appreciation of John Hinckley -

The antiroll bar pillow block bushings function just like a suspension bushing. There is no sliding motion between bushing and bar or bushing and bracket. All movement is within the rubber iteself - like flexing a rubber eraser.
If there was any actual sliding motion, the bushing would quickly wear out. The tight grip required between the bushing and bar is why they can be tough to install.
