C5/ rad hose

I was at local dealer this weekend to look at a 1999 used hardtop vette, The salesman drove car from remote lot to the used car lot about two blocks. When I opened hood the upper radiator hose was totaly sucked flat. It was flat with engine shut down also. Hose went back to normal when the cap was loosened. Any ideas what is causing this. Bad radiator cap. Radiator caps, since 1973 or 1974, have had multiple functions. They hold pressure, allow expanding fluid to flow into a recovery bottle, and on contraction of the fluid allow the refill of the radiator from the recovery bottle. What you saw is the effect of failure of the latter function.

Radiator cap vacuum relief valve is not functioning properly.
