Thanks for the input guys. Joe, I did check the weights for binding and they seem ok. The vacuum gauge is new, so I guess it could be off. I'll see if I can get a reference. I will go thru this again the correct way. I have the shop manual, but I guess I was caught up in the heat of the moment and didn't read it for understanding. I did this yesterday when it was raining, so I did not drive the car. Today when I drove it the surging seemed less, so maybe if I actually do this the right way, I may solve the problem.
