How do I tell what may be wrong with my Power Antenna wo/cb for a 1982 Corvette?

The antenna is in the upright position. Is it the mast? motor? Am I able to rebuild it?

Mast repair kits are listed in several catalogs including Corvette Central ($20-22) for both CB and non-CB power antenna's. Diagnostics and proceedures to replace the mast should be listed in your copy of the shop manual.

If you can hear the pwr antenna motor turning in response to controls, it's probably a failed mast drive cable that will be repaired with a replacement mast kit. If you hear no motor operation, it's time to find out why (faulty wiring runs and/or burned out drive motor).

Also, check for a good ground connection at your strap/frame grounding point.

The vast majority of the time, if the problem is actually with the motor assembly, itself, and not connections, grounds, etc., the problem will be a broken mast cable. If so, the repair kits, properly installed, will cure the problem.
