The "original" style shims used in early C2s did not have a hole for a cotter pin either in the shims or frames. That was a later configuration that went into production AFTER they changed back to slotted style from "captured" style.
There were three basic configurations. I'm not sure of the production years, but it has been discussed before. The relevant AIMS will have the illustrations and the sheet change records will probably divulge if the changes were at the beginning of the model year or during the model year.
Style one: Slotted shims with a tab that rests on the bottom of the frame opening. No provision for a cotter pin to hold the shims in the frame.
Style two: Captured shims that require removal of the trailing arm bolt to R&I
Style three: Slotted shims with a provision in the shims and frame to retain the shims with a cotter pin.
