62' heater delete

On the 62' model year heaters became standard equipment, and then were RPO610 to delete the heater. I have found the section in the AIM detailing this and the section to install them. My question is about the two holes to the right (passenger side) of the rectangular heater core hole where the water lines passed through. Neither section shows whether to drill the holes (approx 1" & 1-1/2") or cover the holes. My car is a heater delete and there was a fiber board cover (approx 4"X4") over them. Questions 1) were the holes in all the cars and covered? 2) were the holes drilled only on heater cars? 3) if there was a cover, what is the part number for this item) If there was a cover does anyone know the exact size as mine has crumbled when removed.
