The 7040207 was a "non-EEC" carburetor. So, assuming that this device is original to the carburetor, it could not have been part of the EEC system. The 7040207 is one of the carbs that have been previously reported as having this device, so that "fits the pattern".
As far as I know, the device threaded into the same idle speed screw fitting as used for carbs with a standard-style speed screw. I'm not 100% sure of that, though. It had a very small diameter shaft and the "plunger" contained within it was extremely small in od.
