    I think the seller calls it a "fuel regulator".

    But it looks like an old GM TCS electric switch that someone installed to use manifold vacuum for main diaphragm boost while the engine starter motor is engaged. This would have replaced the stock Cranking Signal Valve which is evidently one of the missing minor parts.
