72 smog pump

On a 72 smog pump-The centrifugal filter mounted at the front of the pump has a crack in it; is that a problem in any way (functionally or othewise)?

In turning the filter by hand it has a slight catch where at one point it becomes a little harder to turn? Is that how it nomally functions?

1) Not really--unless you're going for a Duntov award

2) That's the nature of the beast--there is a scrape/catch that is normal.
