PS By the way - my father (Chip) would be very upset with all of this, just like I am. As I stated above, we are doing everything in our might to stay at the fairgrounds

I wonder if they've considered buying the Gov't property and moving the base outside the city. That would seem to be a more "logical" way to do this, as then the barracks would affect few when they have an alert.
