The more I think of the questions you're asking and the decisions you're working through, the more I think you'd benefit from the Paint Seminar offered as part of the advanced judges training at regional and national events. I've been fortunate to attend the Paint Seminar 5 or 6 times now and pick up something new and useful each time.
Tom covers the factory painting and buffing process including vintage photos of the assembly line work, holds a discussion on the paint and polishing compound products used back then, compares modern paint material (including flake size) to the old products, and walks through the judging guidelines including the decision matrix and standard deduction tables. He also describes some of the techniques that can be used to make modern paint products appear like factory lacquer.
If you don't have a copy of the judging guidelines for color and body paint and a copy of the standard deduction decision flowchart, I can probably get you a copy.
