When your Corvette was new all these marks were covered with asphaltic base black-out paint. With my current restoration I installed all the inspection marks, frame stencil, shim marks, and identification marks. Next I painted them out with a high gloss black-out paint. Some "artistic" painting with the black out could leave some of the items (frame stencil) visible under the paint. Close scrutiny would reveal the presence of the stencil.
If Bill Williamson's report about the frame trucker (AO Smith to Corvette) is accurate, (and this would account for the upside-down orientation of the stencil), only one frame in nine would have ever received a stencil.
