    C3 69 Q-jet vacuum break

The vacuum break never releases on my Q-jet unless I disconnect the vaccum hose. When I disconnect the hose the vacuum break slide moves to the full out position without hesitation. This prevents my secondaries from ever opening unless the hose is disconnected. Do I have something connected incorrectly?

No, the purpose of that break as you call it is to delay the opening of the secondaries slightly so as to not bog the engine. The vacuum holding it closed at idle goes to zero (or close to) when the throttle is at wide open, thus the vacuum goes away and your secondaries will open. It is working exactly as it is supposed to.
