    Many people are confused as to the operation of the valve. The ball is actually driven back and forth against the springs. That is what operates the valve meetering the fluid too the cylinder. Dont let this play bother you. Your play in the steering is probably elsewhere. Check the steering coupler on the steering column shaft and the adjustment of the steering gear. Also make sure the valve is adjusted correctly. While you have the front end elevated, start the engine and watch the steering wheel for movement. If it jumps or pulls to one side, the valve needs adjustment.

      I had a very similar condition on my '77, I agree with the previous post in that you steering coupler is probably the issue. If it is the issue it will be readily apparent when you take a look under the hood, the reinforced rubber connector will be ripped and the coupler will be hitting on the safety stop/pins. The coupler is located between the steering box and the steering column.
