Early '68 engine compartment blackout

Per the TIM&J the engine compartment blackout did not include the hood surround "at the base of the windshield" on early '68 cars.

I want to confirm that this is referring to the strip between the well for the wiper assembly and the engine compartment.

Also, does anyone know the approximate vin# they started blacking it out?

Finally, if the surround was not blacked out, was the wiper well? or was it body color?
