Judging Question: How are or should the (TSB's) be judged?

Just got my new J/M for the 68/69 Corvettes.(5th Edition) My hat's off to all that contributed to
this manual. Starting to read it now but more to go; lot's in it. Here is my question as I could not
find a answer in it. (Forgive me if it is in there but have not found it)

Should the judges deduct points on changes made to the car due to TSB? eg.:Let's take the BB
starter shield. In the bulletin it states that a shield is available to avoid damage to the starter/solenoid/
    wire harness's.
This change was made on the production line on March 28, 1968. The J/M clearly states that no
deduction if the shield is absent before this date. Question>Should there be a deduction if THE SHIELD
IS PRESENT? The J/M clearly states that the car is judged in the condition that is given to the owner
after the new car preparation. All cars made before that date does not have this shield at this time.
    Thanks in advance--Larry

Larry, yes if the parts was installed after a date and your car is not suppose to have it, there would be a deduct if this item is detected. I am sure its only a minor deduct.

A cautionary note - TSB's CAN begin at the plant, and may reflect something that it takes days/weeks to get the notice out, ie, the Resident Professional Engineer at the plan gets approval, via phone, for a change that does not get written until later. Within the last year, a blk/blk
FI SWC one owner car surfaced in the hands of the son. The VIN, 16XXX, was on the later side of the TSB that changed the trailing arm shims but was equipped with the Early shims and had clearly never been apart. The early shims were reinstalled.

Loren makes a valid point. Break points for engineering changes are seldom precise. There are so many variables in the implantation process that judges need to consider this and consider the type of change and then rule in favor of the owner if there is any question. As an example a running change means implement when parts are available and use up the old parts without scrapping any. Safety related changes are handled differently and may involve reworking all vehicles prior to shipment and perhaps recalling prior production from the field.
