'72 base engine tcs solenoid 4 speed

Neither my tcs or idle solenoids have any voltage. I've looked at the obvious areas such as wire connections and fuse and the wire routing matches the schematic. Any suggestions would be appreciated.

You should find a nice troubleshooting table in your copy of the 1972 Chassis Service Manual. The system is controlled by a smart relay that receives various signal inputs and decides when to 'fire' the various emission solenoids. The control relay is 'history' (or not physically connected), that could well explain what you're seeing...

So start with the factory service documentation (the CSM tells you what GM told their dealership mechanics about care and feeding) and go from there!
