    '68 Front Bumper Fit

Yesterday, I tried to reinstall the front bumper that I had rechromed, on a '68 convertible, but the corner mounting points don't line up with the bolt holes in the body. Fitting the center mount bolts and one of the corner bolts leaves the other corner about 1/2" to 5/8" off from the bolt hole and about 1/2" away from the body. The bumper came off the car easily, and there were no shims at the corners when removed. At this point, I'm thinking it may be time to enlarge the body bolt holes a bit, as well as those in the brackets, to get the bolts better aligned w/the bumper. Anybody out there been down this road? Any thoughts/ideas/ suggestions appreciated!!
