Let's start with another basic question. Are we talking about a T&T column or a standard (non-adjustable) column? The locking and ignition systems are similar between the two types of columns but there are some differences.
Installing the lock cylinder is pretty much error proof regardless of type of column. You push it in and rotate to engage the back end of the cylinder to the plastic sector. If someone has been inside your steering column head it is possible that the teeth on you plastic sector are not properly engaged to the die cast rack. There is one big tooth on the sector. That tooth must engage a big blank space on the rack. Otherwise, you will run out of rack travel. In order to disassemble the column you will need information on the standard or the T&T type column.

If the problem is not the rack and sector engagement, then the next obvious thing would be adjusting the ignition switch to make sure that it is synchronized with the rest of the steering column. Adjusting the ignition switch is also covered in the above papers.
