You are not understanding the state of the auto industry in the early days of "Climate Legislation" '66 was the first year for changes beyond the introduction of PVC systems, and was imposed on the auto industry with a very short leadtime. The goal was to find a way (any way) to be able to meet the new california regs in what looked like an impossibly short period of time. Thus '66 was essentially a quick "bandaid" where by the '67 MY Engineering had some time to start "fine tuning" the systems. This was pretty typical of emissions related government requirements in the 60's and to some extent continued for the next 30+ years. California was always initiated a year ahead of other states, and the failure to certify a car in Cal. ment losing access to 35% of the US market at that time.
