'65 Big Block Battery Access Panel Finish?

Does anyone know the correct finish for the battery access panel in the rear of the LH inner fender?

I am wondering if it is painted black-out on the engine compartment side and raw on the wheel side; black on both sides; or raw on both sides.

It appears that it was installed after engine compartment black-out becuase all the mounting hardware is cad as stated in the JG.

Thanks in advance for your help.

The inner-fender was cut out and undercoated on the body line, and then blacked out on the paint line. The filler panel was added later and was undercoated separately.

I appreciate your response, but I don't think you answered my question.

I undestand how the inner fender was done, just like all the other cars except for the cut out; it is the panel itself that is my issue.

Based on what you said, it appears that we are trying to pin down if the engine side of the panel was blacked out before it was installed.

My 65 BB is blacked out on the inside with maroon overspray and then poorly applied blackout including the bolt heads . The wheel side has undercoat and then blackout paint .

OK here goes a series of pictures that shows the paint on a 66-67. I do not know if it holds true for `65

So what do you see? You see black under the tape. You see black under the hardware. Which means it was painted black and then undercoated. You also see a common attachment method which was to lay the nuts on the panel and undercoat to hold them on. Lazy? Yep.
