Rhode Island DMV Title Search

Does anyone know if the Rhode Island DMV will provide title information from 1963? I’ve tried their web site but they don’t do emails and I’ve tried calling but they don’t answer the phone. I wrote them with a SASE, but no answer. I read on Internet blogs that it’s the worst DMV in the country, lines around the block; many call it a “Black Hole.”

My book says ...retention 10 years with some older records but none before 73...phone 401-277-3100

my 63 was also sold in RI (at butler chevrolet e. providence)
i also checked the RI dmv site and no email contact
it doesnt sound good these comments abouth them, to be the worst ?
