Not sure what the 6 indicates before the zone number on the P-O-P.
This is from my 1969 Corvette L89 built on 7/12/69 and delivered to the initial retail customer on 8/4/69.

The "6" is a area with in the zone. It was used to divide different areas within the zone.

I'm east of Cincinnati and closer to Paris Ky than I am to Ross Oh so I can't help you there. But I am friends with the former owner of a small town Chevy dealer which closed in the 80's. I grew up right behind thier dealership in the 60's & 70's and I used to hang around the service garage. They ordered a few Corvettes for people from the "city" because they would sell them at better price than the "city" dealers.
I don't remember how large a dealer Cummins was in 1969 but this might explain why someone from Ross ended up buying your Vette from a dealer in Paris Ky 100 miles away.

Owner #1 was George Gabriel who is deceased. Owner #2 is Larry Whirzlebacher who was a good friend of George. Paul Randall, Sr. is #3 and was a good friend to George and Larry. Paul Randall, Jr. is #4 and he told me George sold a 66 L72 so as to order the L89. Paul surmised that George went to Paris because Cummins offered the best deal.
