As an interesting note (at least to me), I purchased the car in Virginia Beach, which is near the original delivery location of Richmond. However, the VA Beach owner drove to Aberdeen, South Dakota to purchase the car. Prior to that it was in Rapid City, South Dakota. It is interesting that the car made it home to Virginia after spending time in South Dakota.

I have a 69 Camaro Z10 that I got a NICB report on many years ago. It was Zone 07 ( Dallas Tx) dealer code 000. On the NICB where most had a dealer name it said, Charge CAC. Which is either Central or Chevrolet, (I can't remember) Accounting Center. This is who was billed for the car. Usually a dealer but in my case and probably yours meaning it was used by the zone office and still owned by Chevrolet. Could have been anything from a Brass Hat car to a show car of some type.
