Problem is more than likely with your browser. Recommend you download and use Chrome browser if you're not using Chrome already.

You might also need to reboot your PC.

It depends which 'page' you're on.

If you're reading an existing thread, it's not there. The 'reply to thread' button takes it's place.

If you've clicked 'new posts', it's not there.

Simply go to the 'technical discussion' home page.
