When you are in the editor creating the post(i.e. New Thread or Reply), the gray bar above the text entry area is the "editor screen". The "Insert Image" button is the 3rd from the right.(see image of it below) Scroll your cursor over that button(or any button in that area) and it will show the function. Left click the button and it will bring up a new page to upload from your computer or website URL.
