    Revised NCRS June 16, 2023 By-laws.

    I note NCRS' By-laws have been revised 16 June, with posting today (link below).



    Would it be possible to have a highlighted copy of what changed?

    In particular, I wondered about the "suspend any Member" statement in 10.3. Was this in the old by-laws?

    Yes it would be good to know if that is new, and that language is also used in Section 10.4 (c) on permanently expelling a member: "...or by spoken or written words makes untrue and defamatory public statements regarding the NCRS including its officers, directors or employees;"

      Hi Dave,

      I think I can answer your question. Back on January 6 of this year the Board was asked to approve what was supposed to have been a distillation of the prior By-laws with the objective of removing all of the language in the prior By-laws that was considered either Policy or Procedural in nature. The Policy and Procedural language was to have been assembled into a new Policy & Procedures Manual. However, it was not long before we discovered that important provisions of the prior By-laws had been left out of the new By-laws document. One example was the language proposed by the Texas Chapter and endorsed by many other Chapters concerning how future elections of the NCRS President would be conducted. That language was reinserted back into the By-laws at a Board meeting in February. That was the version that was available on the website until this recent change.

      In any case, as time went on we discovered other important By-laws sections that had been left out of the document adopted on January 6. So, what to do? We considered a couple of options but ultimately decided to use the NCRS By-laws version that existed at the end of 2022 as a starting point, add into that new provisions that were adopted on January 6, 2023, fix the dates in the section dealing elections to reflect current practice, and make other minor corrections.

      The new provisions may be found in Article V, Section 5.6, and Article XIX, Sections 19.2 through 19.6. Article X - Suspension & Termination is essentially the same language that has been in the By-laws since 2018.

            Was any portion of this section added or changed as a result of the meeting on June 16th:?

            15.6 A Chapter shall serve a specific Geographic Area, such as a portion of a state, whole state,or several states, with only one Chapter per specific Geographic Area. A Chapter may not have a Geographic Area larger than the area it can realistically be expected to serve. Each Chapter is part of a designated Region. No new NCRS Chapter shall be approved if the proposed new ter is proposed to include a geographic area already included in an existing NCRS Chapter, then the proposed new Chapter shall not be approved without the prior written consent of the existing Chapter in good standing.

              Ed,

              15.6 language has been in the NCRS By-Laws at least 15 years or more.

              The earliest NCRS By-Law version I have is dated 2009 and the current 15.6 language is in section 15.7 in 2009.

              IIRC the NCRS By-Laws and Regional areas were updated in 2003 when Gilbert Scrivner was President.

                    IMHO it was a language clarification of the NCRS By-Laws - below is the 2008 Section 15.7 By-Laws

                    NCRS required the Midway USA Chapter to specify their area of operation and get concurrence from their adjacent Chapters.

                        NCRS board should have posted a link in stickies that revised by-laws had been established.

                        Having members come across revisions in-order to make them public does not reflect well on our Board.

                        Our Board revising applicable by-laws before voting on a submission only fosters suspicion.

                        By not informing members of potential for new by-laws effecting their submission, Board only breeds contempt.

                        I know moderators are tasked with keeping Tech Board for tech, but sending a thread to die in no-man's-land is not the answer.

                        Better to discuss Board's actions on Corvette Forum?

                        Just to make it easy for NCRS Board to identify my CF posts, I'm "Mapman".

                          the thread was out there for four days, for all to see. It didn't attract much interest. Many of us, me included, do not see the BoD as a malevolent entity. We know the club has by-laws, but we are not inclined to pay much attention to them. We enjoy the club for the cars and the people. And that is the reason for the TDB, as far as I have determined. I will certainly leave up the pointer for a week or a month, so those interested can find it here in this forum if they wish to. Thank you for your understanding.

                            The By-Law revisions are on the website, you just need to read them. So stop complaining!
