64 Inner Fender Flaps & Seals

I was in the process of preparing the inner fenders on my '64 for blacking out. As I was sanding away the old dirt and cleaning up the inner fenders, I noticed that the area under the inner fender flaps and seals was un-painted (bare fiberglass)? Was the inner fender flaps and seals installed before the blackout process and if so was ther overspray on these flaps and seals?

Hi Dennis, When I restored my '65 inner fender area I found the same thing you are describing. The order of assembly is flaps stapled over bare glass, then there may be a minor amount of red primer (one side only, on my car), then body color, then black-out treatment followed by undercoating.
