First of all, no Corvette valve cover was ever made of tin. Tin is a soft, malleable metal which would be totally unsuitable for valve covers. However, I understand that you were likely using "tin" in a generic sense for the stamped steel valve covers used on many base engine small block Corvettes as well as all big block Corvettes.
The 63 and 66 stamped steel valve covers are virtually, if not exactly, identical, although different part numbers were used for the 2 years. There may be an attached clip which differs between the years and which accounts for the part number difference.In Appreciation of John Hinckley- Top

Noland Adams documented one small variation during the '63 run that could factor into your '63 to '66 match up. The small pad in the center for the 327 label was raised about an 1/8" higher. This phased in roughly between VIN #s 12,000 to 15,000. See Mr. Adams Technical Guide vol 2, page 80, for details. So it depends which '63 you are comparing.- Top

Assuming there was probably only one manufacturer of the steel small block valve covers, the style usually referred to as the "'62 style" had barely visible "triangles" stamped next to the rectangular decal pad. In '63 the stamping changed to include larger (perhaps almost an inch long) triangles next to that pad. I've documented these early style 327 valve covers into May '63 production on passenger cars.
I can't imagine why the same wouldn't be true for Corvette engines.
