What is the correct part number for a fuel pump for July built 1973 L-82 with THM400? According to the AIM it is 6440769, according to the NCRS JM it is 6470308.

In this case, they're both correct. PRODUCTION fuel pump part numbers are different than SERVICE fuel pump part numbers. Part of the reason for this is that in SERVICE the fuel pump is supplied with a gasket or two, so the SERVICE part number is the part number for the fuel pump + gasket(s).
The PRODUCTION fuel pump number is usually "64" followed by the 5 digit AC type number. For your fuel pump the AC type number is "40769", so the PRODUCTION part number is 6440769.
Once-upon-a-time, if you purchased a SERVICE fuel pump for your car under GM PART #6470308, you would get a fuel pump identical to the original and it would contain the numbers "40769" stamped on the lower flange, just like the original. Some other manufacturing codes/dates would also be stamped which, most likely, would differ from the original pump.
All bets are off now, though. You can still purchase a fuel pump from GM under GM PART #6470308. However, it will differ from the originals in a few ways. First, the "AC" logo will no longer be present on the pump upper casting. Second, the stampings on the flange will be missing. In their place will be laser printing found on the lower portion of the upper casting of the pump. This is because AC-Delco (or DELPHI) have not manufactured a mechanical fuel pump in many years. Mechanical fuel pumps currently residing in AC-Delco boxes are manufactured by outside sources. However, they are completely functional and, apart from the minor differences I mentioned, are usually otherwise configured just like the originals.
