Yeah, just like they thought that saving $1 per car by eliminating a fuel/water separator would be a good idea on the diesels.

Verti-Pak was an Ed Cole idea, to protect the cars during shipping and to get more vehicles per rail car (lower per-vehicle unit cost for shipping). Southern Pacific paid for the basic rail car chassis, and GM paid for everything from the chassis up; it actually worked pretty well (unlike the "world's tallest smallest open-deck aluminum/iron engine", "world's smallest radiator", "we don't need no stinkin' plastic fender liners", and a few other "innovations").
