The OLD CAR PRICE GUIDE uses a numerical grading system like you describe but NCRS hasn't ever used such a system. Perhaps some vet dealers use such a system. The best waqy to "grade" a vet that has passed thru the NCRS judging system is to utilize the cars past performance on the judging field, ie if its a top flight , it has scored 94% of better, 2nd flight 85% to 93.9, 3rd flight being 75% thru 83.9. Agree with Mike, but would add one caveat emptor - folks tend to think a car carries that "grade/designation" forward. A TOP FLIGHT remains a TOP FLIGHT only if you maintain the vehicle at that prestigious height for the remainder of the car's life. TOP FLIGHT is attained because a set of judges, on a certain day in history deemed a car to be TOP FLIGHT. Tomorrow, different story.
