I dont know about the tool, but just adjust it so that when you install the MC it does not actuate the piston, but has little or no slack.

I wish I had your problem, my problem is I purchased a rebuilt brake booster
that has no ajustment on the end (unlike my original which had the ajuster on the end) now my pedal goes much further down before braking. It works great
otherwise. the instruction sheet says ajust the rod before installing, if no
ajuster then use a spacer to take up space. Question- what kind of spacer
do you use here

You can adjust the brake pedal under the dash. There is an adjustment in the rod going from the brake pedal through the fire wall. You can raise the height of your brake pedal by adjusting this rod.

My rod doesnt have any ajustment their is only enough threads for the part that pins to the pedal. In fact just for safety I used lock tite on it.
also my original rod was the same
