I have a 1970 Mark IV block which presently has no attaching hardware for the oil filter. GM parts direct lists an oil filter bypass adaptor. Does this have the bypass valve in it or is that a separate part. What do I need? Thanks for any help.

Yes, and the 3952301 is both the oil filter adapter and an integral by-pass valve. So, if this is the part that John is referring to, it's, indeed, the one he needs and it combines both functions.
Of course, if John has a ZL-1, then things are different. For a ZL-1, the adapter fitting and the bypass valve are seperate pieces.In Appreciation of John Hinckley- Top

No, the 3952301 is designed only for use on 68+ blocks. For earlier blocks, a special "conversion" adapter is required if one wishes to use a spin-on oil filter. Such adapters are readily available.
There is no gasket which fits between the 3952301 adapter and the block on installations using this adapter.In Appreciation of John Hinckley- Top
