Can anyone tell me the proper paint to use on a 1966 big block fan. Also, when installing the exhaust manifolds, is there anything special that I can do, since there isn't any gasket, to prevent rusting or a solid contact?

Fan blades were usually painted a more-or-less gloss black, but it was not a full gloss. I would use the Quanta "System 5" paint which is "semi-gloss black".
No gasket was ever used between the manifolds and cylinder heads on Chevrolet V-8 engines, including big blocks. All you need to do is to make sure that the manifold mating surface is "straight-and-true" using a precision straight edge and clean off any rust with a wire wheel. What I did with my exhaust manifolds was tape a large (6-8" wide by 30" long) piece of sand paper from an industrial belt sander down onto a industrial surface table and then press and slice the exhaust manifold along this straight and flat sanding surface. It took me about 45 minutes to get to the point where the entire manifold surface was being sanded uniformly. This removed very little material and although I haven't mounted the manifolds on the engine I'm pretty confident in their flatness.
