Jerry-----
Both of the referenced part numbers were PRODUCTION-only items which were never available in SERVICE under those part numbers.
The GM #9981098, also known as "neoprene solvent cement", was a yellowish adhesive. It can be closely duplicated by using 3M Super Weatherstrip Cement, available at most auto supply stores.
The GM #3828790 was, as I recall, a dark gray material. I don't know of a current substitute for it, but others may have found something. In Appreciation of John Hinckley- Top
