How rare is a GM #1110985 distributor?
How much do they typically cost used?
Are they still available over the counter from GM?

They're not very rare; they were sold over-the-counter for many years. Since with tach drive distributors, the p/n band is highly "interchangeable", these distributors in used condition are worth just about as much as any other tach drive distributor. I'd say in the $100-250 range.

The GM #1110985 was discontinued from SERVICE in May, 1991. This was about the time that most tach drive and other cast-iron housing distributors and parts were being discontinued as a result of GM's closing of the Anderson, IN facility where they were manufactured.

The 985 non-vacuum advance distributor was the "Racing" distributor from Chevy for many years, because of the dual point, tach drive, non-vacuum advance configuration. As such, it is not "band interchangable" with the later models, and is very plentiful in the hands of retired racers. As a result of the oversupply, it is probably the least expensive of the tach drive units to obtain. Hard to find a large swap meet without a couple for sale, usually with a non-'62 date code on the band.
