I need to know if this carb is right for a 70 350-350 vette. # 7038405 also I can't find a rebuild kit for it, it's a Quadrajet. Thanks Dean

No, I'm afraid that carburetor number is not correct for a 1970 L-46. Your car should have a #7040207 or, if an original California car, #7040507. I cannot find any reference whatsoever to the carb number you mention. It may be a service replacement carburetor or it may originally have been used on a truck application.
