C3 1968 427 CI 390 Hp vs 400 Hp Differences?

Besides the obvious (carburators) what other differences is there between a 68 427, 390 HP car and the 400 HP version...second question...our 68 has holes on the passenger side inner fender as if there was an expansion tank mounted there at one time...is that normal?

I don't have my reference material at hand but my understanding is that the answers to your questions are: (1) Nothing and (2) No. Others who are more knowledgeable will offer additional information.

I believe Henry hit the answers on the head, the two engines had the same cam/internals, just the manifold and carburetors were different, and a BB other than the L88 did not use an aluminum radiator and expansion tank option. I would check for any small block telltale differences, such as rear end halfshaft retention with u-clamps on the side yokes vs BB caps, make sure you have a rear factory anti-sway bar, correct fuel line on the frame, etc...Craig

I have found holes on the inner fenders that don't seem to belong to the type engine combo in the car. Cound mean that the inner fender was replaced at some time with a generic repro.
