I have a set of seat belts but I'm not sure if they are the correct ones for a 1970 convertible. One side is a round end that the belt retracts into and the other end is non-adjustable, about 12" long with a hard plastic casing over it and the end has a release button on it. Are these the lap belts for a 1970 or are these the shoulder belts? If they are the lap belts I'm not sure how the round end is going to sit between the seat and the car frame. Thanks for the help.

It "sounds" like the inner portion of the lap belt (the 12 inch hard end) and the retractable portion is the shoulder belt. You would still need the outer portion of the lap belt.
I suggest taking a peek in Dobbins' book, or a similar restoration guide, as the pictures there will beat any description you or I could give each other.

What you describe is a lap belt as it has the inboard latch encased in the hard vinyl. Shoulder belts did not have a receiver as they attach to the lap belt. 1970 seat belts did not have a retractor. Although 1968 and some 1969s had a retractor, this sounds like a 1972-73 belt. Have you looked to see if there is a date label at the very end when fully extended from the retractor?
