Believe it or not, my copy of the 70-72 JG is an ancient one (likely the first edition, although it's not marked as such). I'll have to order the current version from Gary and Eric.
Keep in perspective the purpose for the emission sticker...it served as certification that this vehicle met the federal emission requirements adopted by Congress with the 1970 Clean Air Act...70 was the lead up year with the requirements set for adoption in 71. So, all vehicles were equipped with the emission label to convey instruction to owner and service personnel how to keep this vehicle in compliance with federal emission requirements. It was not unlike window stickers (complying with federal requirements for consumer information) and later tire inflation information (federal regs for safety). Also, testing equipment came online in 70 for HC, CO and NOx emissions.
In 1968, Congress adopted the California tailpipe emission standards. You'll find 68 and 69 labels conveyed limited information until the 70 year when we begin to see more detailed information. By the end of C3...we see emission stickers with emission hose schematics. The study of emission labels is the study of emission control technology and its evolution during C3.
Probably easiest way to track down the correct label broadcast code (or at least narrow the search) is to reference the engine suffix code which packages the engine specs along with transmission, A/C and at times ignition. As Terry indicated...these labels (as referenced in the 70-72 Tech Manual) were changed during production several times so you'll have "early" and "late" depending on your serial number.
