OK I admit that my old age is starting to show ,,, but in a recent conversation I was telling a friend about a place that holds all of the titles for all of these cars but you can not get to them because they are connected to the insurance business .. etc etc .. BUT I CAN NOT REMEMEBR THE NAME .. something like N ????B which means National >>>>> ???? can someone please refresh my brain

believe you have same phenomena as I have - SINGLE BRAIN CELL OVERLOAD (VBG)

NICB (National Insurance Crime Bureau) is what I think you were trying to remember - they don't deal with us peons - only with insurance companies and law enforcement, as I was so vividly reminded when I sent a snail letter and an email
