'69 shoulder belts

Were shoulder belts optional in '69? My car has lap belts with "notches" where shoulder belts would have connected, but it has no shoulder belts. The car has been restored, i.e. new carpet, seats, etc. and there's no sign of previous shoulder belt installation. Is this correct?

In 69 shoulder belts were a option RPO A85 for convertibles. Only 600 of them were ordered according to The Corvette Black Book.

Also, the insertion (D-ring) end of the lap belt had the mounting point for the shoulder belt whether or not the car was equipped with shoulder belts.
