I have a late production 59 283/230/single 4 barrel/ 4 speed. The valve cover screws are off set is this correct?

Depends....
on what 'late' means in your post. The current edition of the '58-60 Judging Guide says:
"With valve covers installed, cylinder head identification is by casting symbols located at each end. Sometime between cylinder head casting dates May 5th and May 19th, 1959, cylinder heads 3748770 and 375550 eliminated staggered tapped holes (as illustrated) for attaching valve covers (later heads used straight-across holes)...."
So, this gives us a point in time regarding the change in basic cylinder head castings + their mating valve covers (early to mid May, 1959). What it doesn't tell us is how many of the older, staggered hole, heads + valve covers were on-hand in inventory at the Flint engine assy plant when the change over occurred and for what period of time after the change was made we might expect 'old inventory' to have continued shipping from Flint, as assembled engines, to St. Louis for installation into finished Corvettes.- Top
