I would not use lacquer thinner on the dash pads. Lacquer thinner is too strong it could damage the vinyl.
I would guess that there is still something on the pad preventing the dye from taking. Someone may have used something oily on the pads. I would try the pre psol again or maybe paint thinner.- Top

Surface prep....
is the KEY to getting a good vinyl paint job! Spare no expense/time. SEM has a complete line of vinyl paint products including a dedicated surface prep agent (available at most automotive paint distributors as well as from the Eastwood catalog).
BUT, now that you've already got a coat or two of vinyl spray paint down, I'm not sure what your best course of action is.... I think I'd go visit my local automotive paint distributor who handles the SEM line and get some advice/counsel before going any further. I'll bet SEM has a tech support hotline the distributor can call, if needed, to get you the very best advice.- Top

The blushing that I encountered was due to moisture being trapped in the vinyl. Whenever I placed a heat lamp over the blushed areas to get them hot, the blushing disappeared and the black coloring came back. I was informed that the interior dyes are sensitive to moisture and should not be applied when humidity is high.
