Please bear with me as I am new to the NCRS.
The 1965 AIM Manual, page E418, section U69, Sheet A4, shows the grounbd strap assembly being installed on the "RH ENGINE MOUNT ASSEMBLY"
The 1965 NCRS Technical Information Manual and Judging Guide, page 73 under MECHANICAL SECTION, front Engine Mount Assemblies and Ground Strap, reads, in part, "Radio equipped cars have a star washer and a braided copper ground strap on the left side only. . ."
So, which do you follow?

Also, bear in mind, the AIM was a 'limited use' or 'internal' document intended to communicate between design engineering and assy folks. It was a living document that was changed throughout the year by drafting folks. Those AIM copies we have come from books that were 'smuggled' out of GM, placed in the public domain, and photocopied into oblivion. They do NOT represent the original/final copy, still archieved in the GM drawing system with ALL of the year's running changes documented.
Further, since this was an informal document, 'generic' pictures were used/re-used in the drawings to save drafting cost. Anything that was 'obvious' to those skilled in the assy art with correct/original parts in hand was not a need for drawing clean-up time/expense.
Last, there are errors in BOTH the AIM as well as the NCRS JG books! So, if you're looking for an algorithm or 'cook book' on how to do the restoration job 'right', it doesn't exist. Perhaps 95% of the task is a solved science leaving 5% as an 'artform'. That's where setting aside the restoration job, going to several NCRS judging meets, observing and getting active BEFORE you commit your final restoration tweaks is VITAL....- Top

Just returned from the garage after reading your post. My completely original '65, radio equiped, roadster has the ground strap on the left side engine mount only as specified in the TIM & JG.

Jack, I agree with most of what you have said about the AIM's, except for the 'limited use' statement. The AIM's were used every day at the assembly plant. Yes, they were an 'internal' document intended to communicate between design engineering and assy folks.
And they weren't 'smuggled' out of GM, GM gave them to Mid America. And yes they have been recopied into oblivion.

It is difficult to determine if the star lock washer is present without disassembly. Besides, I can only see the frame connection easily.
There does seem to be a space between the ground strap terminal and the frame that is about the thickness of a lock washer. Since the star washers are present on the exhaust ground straps, I'd say it is a safe bet that it is on the motor mount strap also.
