what finish should the frame have on a 59 is there any particular paint that would be correct for this?

The original paint (according to the Chassis Restoration Guide) was a petroleum based semi-gloss black paint. It was not very resilient so a number of options seem to be in favour these days if you want something more rugged but similar to the original in look.
I used John Deer Chassis Black and the tan coloured rust inhibiting primer/tie coat. It works very well but you have to work quickly with it because it dries pretty fast. It is available in both liquid and spray form for both the primer and the paint. I used this on the 77 I recently refinished after sand blasting.
The other favourite is POR-15. I did not have access to it when I was doing the frame but have used it on suspension parts and it's very tough. People will caution you on it's use because once you put it on you will need to sand-blast or grind to get it off ... off the frame, the floor, your hands. Wear protective gear when applying and only expose as much to air as you can quickly use. It does go on very easilly though.
By the way, with POR-15, if you apply one coat, it's semi-gloss. When you apply subsequent coats it takes on a more glossy appearance so test to see the results you wish to attain.
