I looked at ST-12 to see if I could find a picture of the fuel tank fiberglass cover with a large one hole grommet at the center of the forward edge. See Fig. 70, page 1-30. The folding top safety switch wiring goes up through the grommet.
I do not believe my early 1960 ever had a folding top, but I now believe that if the assembly line ran out of the standard fuel tank covers (without the hole), they just installed a fuel tank cover with hole and associated grommet. Food for thought for the car owners who covered over the hole with fiberglass thinking it was owner added.
