    Kurt, also check your heavy black frame ground wire from the negative post of the battery. I've replaced this on 2 of my cars due to it corroding where it's connected to the frame and under the floorboards out in the elements. Just because you have voltage to your buzzer and such, you may not have enough amperage through a bad connection to spin the starter. I went through exactly what you did with my '75 Corvette(even replaced the starter and battery)before the wife said "Hey, maybe it's the ground"!!! Guess what???

          Check to see if your lg ground cable off the neg side of the battery is grounded to the frame/block or on one of the 3/8" starter to block bolts under the starter. Then look at the wires coming down to the starter and if there is two on the top post of the starter that may be your problem. One is the ground for the dash and starter switch but it actually goes under one of the two starter bolts. It is not as big as a battery cable but is about 1/4" in dia.

          I bought a 67 cheap one time because the guy had put it on the starter hot post when he overhauled the motor and it would not make the ground properly. This is one of the most easily made mistakes I have seen made because it looks like it should go on the same post as the pos battery cable goes.

          If this doesn't work then it sounds like you have a ground strap off somewhere or the under the dash inigiton switch plug is not on the back of the switch far enough. They can get pulled loose when working under there.

          Did you use a test light to see that you had 12v at the top post of the selenoid?

          If all else fails you should be able to jump across the starter selenoid from the small lead nearest the block and the top center post and it engage the starter. Caution...!!!! Be sure it is in neutral first...!!!

          PS: just because it is a new battery that doesn't mean that it is good.
