    I'm surprised that you can still get a kit from these carbs through Delco. The GM parts system kits were discontinued a LONG time ago. In any event, my guess would be that the Delco kit is a Holley-sourced kit in a Delco box. I just can't imagine that any GM or DELPHI parts manufacturing operation would make parts for these old carbs. Actually, I don't think that they EVER did. I think that GM always obtained Holley parts through Holley.

    In any event, the kit Holley kit that I show for both the front and rear carbs is Holley #396. That may or may not be what the Delco #9689 actually is. My further guess would be that the contents of these kits may very well have "evolved" over the years. I expect that what's in those kits is what you can currently get. If one can not make these kits work, the alternative might be finding an old NOS kit. I saw one on eBay recently for about $300, starting bid.

      doc those are after market kits and i would not use them. holley kits # 37-1537 and float # 116-3 for the front and rear carb are what you need. the center carb needs float# 116-2

          doc all i can say is i have a 2003 holley catalog and these parts are still in there. i buy all my rebuild parts in bulk so i have never buy the kits. that kit # is their standard rebuild kit,the one with all the extra parts is the "trick kit" the 116-2 brass float is std in all their performance carbs and i can not see how that would discontinued. there are several other companies out there that make up and sell kits for holley carbs using genuine hollley parts,one that come to mind is "barry grant". you could try a "google search". those needle and seat you pictured are used in the aftermarket kits sold at auto parts. if you sell a lot of these kits i would buy genuine holley parts in bulk and make up your own kits.

              doc the big problem is the 1 3/4" throttle bore of the end carbs because any of the other lower priced holley 2 barrel kit(37-1543) gaskets only fit carbs up to 1 11/16" throttle bore. if the kits you have are correct except for the needle/seat configuration just buy holley #6-504 from holley and change them. i will check out some other sources and get back to you.

                I do not know was needle seat and power valve actually came with a stock 3659 or 3660 carb.

                  all 3 carbs have the needle and seat but only the center carb has a power valve.
                  the needle/seat holley number is #6-504 and the power valve for the center carb(3660) is holley #125-65
